HEART Mission Statement

The Health Exchange Advocacy and Responsibility Team (HEART) is a statewide alliance of California health care stakeholders committed to the success of California’s Health Insurance Exchange.

Our goals are to optimize patient outcomes, reduce growth in health care costs, and drive continuous improvement in the quality of care. A properly designed “smart” Health Insurance Exchange is an unprecedented opportunity to achieve these goals.

EXECUTIVE SUMMARY
CALIFORNIA VOTER VIEWS ABOUT HEALTH PLAN CHOICES,
PERSONAL HEALTH TEAMS AND THE DESIGN OF THE
CALIFORNIA HEALTH INSURANCE EXCHANGE

This report provides an executive summary of the findings from a survey of California registered voters conducted by Field Research Corporation on behalf of the Health Exchange Advocacy and Responsibility Team (HEART) and America’s Agenda Healthcare Education Fund. The survey examined voter attitudes toward health plan choices and the California Health Insurance Exchange, with particular emphasis on health plans that offer a personal health team approach to care.

DESIGN OF A “SMART” HEALTH INSURANCE EXCHANGE:
HEART Recommendations to the California Exchange Board

We, the members of H.E.A.R.T -­ an alliance of California employers, labor unions, health care providers, payers, consumers, and patient organizations -­ want the California health insurance exchange to succeed.

We define success as creation of a “smart,” individual and small group health insurance exchange marketplace optimize patient outcomes, reduce growth in health care costs, and drive continuous improvement in the quality of care for Californians through reliance on structured competition among health plans and insurance carriers, rather than reliance on excessive regulatory intervention.
